Liberia's early 1990s commemorative dollar program was a straightforward hard-currency operation — the government licensed its coinage authority to foreign distributors who sold these pieces almost exclusively to the American collector market, never intending them for domestic circulation. Ryan's 1993 issue coincided with his retirement season, his final year with the Texas Rangers before he left baseball with 5,714 career strikeouts.
