Reverse description Printed in teal and pink on white paper. The centre carries a large radiating guilloche rosette with concentric wavy-line underprint in pink, within which the word "ONE" is set in a dark scalloped medallion. Acanthus-scroll vignettes occupy each lateral margin, with numeral "1" at all four corners within decorative frames.

Military Payment Certificates were issued to U.S. personnel stationed overseas as a containment measure — the intent was to prevent American dollars from leaking into local black markets and destabilizing host-country currencies. Series 641, which this note belongs to, was introduced in January 1964 and replaced by Series 651 in May 1969, with the changeover executed as a surprise conversion day: all off-base trading in the old certificates was effectively killed overnight.

Conversion days were announced with almost no advance notice precisely to trap black-market holders. Anyone outside authorized channels caught with Series 641 notes after the cutoff was simply left with worthless paper.
