Palau's marine-themed dollar series, launched in the 1990s under license arrangements common to small Pacific island states with limited independent minting infrastructure, generated dozens of collector-targeted issues through the 2000s. These pieces circulated in name only — the nominal face value is essentially fictional against actual purchasing power, and none were intended for everyday commerce.
KM#167 is one of the later entries in that run, issued the same year Palau was negotiating its Compact of Free Association renewal terms with the United States.
