Palau has been issuing novelty legal tender under licensing arrangements since the 1990s, with the actual striking and distribution handled almost entirely by foreign private mints — the government's role is largely that of a franchisor. This horseshoe-shaped clay composite piece sits firmly in that tradition: a souvenir product with a face value that bears no relationship to production cost or any circulating monetary system.
Clay composite coinage has no meaningful numismatic precedent and degrades unpredictably with handling.
