Hong Kong's handover to the People's Republic on July 1, 1997 generated an enormous commemorative coin market, with mints worldwide rushing issues to meet collector demand before and after the transfer date. Britain's Royal Mint, various Caribbean territories, and others all produced handover pieces, creating a crowded field in which individual issues blur together badly.
The 28.28g silver specification is the same blanks used for Commonwealth crown-sized issues — a deliberate choice that kept production costs predictable.
