Palau has operated a prolific commemorative program since the 1990s, licensing its mint authority to produce small-format gold pieces for the collector market with no pretense of circulation. This Kohl issue appeared while the former Chancellor was still alive — he died in 2017 — and roughly a decade after his tenure ended in 1998 following sixteen years in office, during which German reunification and the Maastricht Treaty were the defining achievements.
