Hans Heyer is not a head of state, founding figure, or monetary authority — he's an obscure commemorative subject whose connection to Liberia is tenuous at best. The Central Bank of Liberia produced dozens of these collector-targeted issues in the early 2000s, many bearing figures with little or no historical tie to the country, aimed squarely at the novelty bullion market rather than domestic circulation.
