Obverse description The national coat of arms of Liberia is centered in the field, depicting a sailing ship, a palm tree, a dove, and a rising sun on a shield, with the motto legend 'THE LOVE OF LIBERTY BROUGHT US HERE' arching around the upper portion of the shield. The date '2004' is split to either side of the arms, with '20' at left and '04' at right. The outer legend 'REPUBLIC OF LIBERIA' curves along the upper rim, while the denomination '1 DOLLAR' appears in the lower field beneath the arms. A beaded border frames the entire design.

Liberia's extensive series of foreign stadium commemoratives, produced in the early 2000s, was largely a licensing exercise aimed at the collector market rather than any domestic monetary purpose. The Hamburg Volksparkstadion — rebuilt and renamed AOL Arena by 2004 — was selected ahead of Germany's hosting of the 2006 FIFA World Cup, making these issues effectively pre-tournament souvenirs struck under Liberian authority.

At 1.24 grams, this is among the smallest silver coin formats produced for the series.
