Somalia's "legal tender" novelty issues of the 2000s were produced entirely outside the country — almost certainly in China — for the souvenir and gift market, with no meaningful connection to Somali monetary authority. The collapsed Transitional Federal Government nominally licensed these pieces while exercising no actual fiscal control over the territory. Collectors treat them as exonumia in practice, whatever the face value printed on them.
