Liberia's commemorative dollar program of the 1990s was a frankly commercial operation — the coins were produced for the collector market and had no meaningful circulation within the country. This gorilla issue appeared the same year the IUCN listed western lowland gorillas as vulnerable, part of a wave of wildlife-themed collector coinage that flooded the market throughout that decade from small nations with limited domestic numismatic traditions.
