Palau has issued commemorative dollars under licensing arrangements since the 1990s, producing themed series for the international collector market rather than for domestic circulation — the island nation's actual currency is the US dollar. The Chopin issue belongs to a broader "Famous People" program marketed primarily through European distributors, a format Palau has used to generate seigniorage revenue from collectors with no connection to the subject.
