Palau has operated a prolific novelty bullion program since the 1990s, licensing its sovereign issuing authority to outside minting operations — in this case almost certainly the Coin Invest Trust (CIT) network — to produce small-format gold pieces aimed squarely at the gift and collectibles market rather than numismatic collectors. The four-leaf clover theme is part of a recurring luck-motif subseries within that program.
