Cook Islands has issued lunar series dollars under New Zealand's monetary umbrella since the 1990s, leveraging its self-governing status to produce commemorative coinage that never circulates domestically. The 2014 Horse issue falls within a crowded field of Pacific island lunar pieces from this period, all competing for the same collector base and largely indistinguishable in provenance from similar issues by Niue, Tuvalu, and Tokelau.
