Part of a broader Cook Islands commemorative program marking the 90th anniversary of the Armistice, this issue falls into a category that numismatists either embrace or treat with suspicion: the small-nation licensed commemorative. Cook Islands has no direct historical connection to the Western Front, but its legal mint authority has made it a vehicle for dozens of such programs since the 1970s. The actual striking was almost certainly contracted to a European or Australian facility.
