This "Wealth" dollar is part of a broader themed bullion and proof series Perth has issued under Tuvaluan authority, a licensing arrangement that benefits both parties: Tuvalu collects royalties, Perth sells to a global collector base hungry for fractional and one-ounce silver issues with exotic issuing authorities.
The .9999 fineness places it above the old sterling and even britannia standards, a purity level Perth has standardized across its silver bullion output since the mid-2000s.
