Niue has operated as a prolific licensing platform for commemorative silver issues since the 1990s, contracting with external mints and distributors to produce collector coins that have no meaningful circulation function on the island. This piece is part of that commercial program rather than any liturgical or state initiative originating in Niue itself.
KM#632 is one of several issues in a biblical scenes series struck for the collector market, almost certainly produced by a European mint under license.
