Obverse description Right-facing effigy of Queen Elizabeth II, wearing the Girls of Great Britain and Ireland tiara, after the portrait by Ian Rank-Broadley. The legend ELIZABETH II arcs along the upper left periphery and COOK ISLANDS along the upper right. The date 2004 is divided either side of the truncation, with the engraver's initials IRB below the bust. The denomination ONE DOLLAR is inscribed along the lower periphery. The field is mirror-polished to proof standard.

Part of a commemorative series issued by Cook Islands through the New Zealand-based Pacific Coin Agency, this dollar marks the 30th anniversary of the U.S. withdrawal from Vietnam following the Paris Peace Accords of January 1973. Cook Islands has long operated as a prolific issuer of themed commemoratives for the collector market, with the underlying monetary authority effectively nominal — these pieces were never intended for circulation on the islands.
