Tokelau's coinage program exists almost entirely as a bullion and commemorative vehicle — the territory itself uses the New Zealand dollar in daily life and has no meaningful domestic coin circulation. Issues like this one are struck under contract and sold directly into collector markets, never touching the atolls they nominally represent.
