Niue has operated as a prolific licensing platform for commemorative silver issues since the 1990s, contracting with the New Zealand Mint and others to produce collector pieces well in excess of what its roughly 1,600-person population could ever require domestically. The "Umbrellas" issue belongs to a wave of Niuean-issued art coins that embed resin or enamel elements — production quirks that occasionally cause long-term preservation problems not yet fully understood by the grading services.
