Tuvalu's commemorative dollar program, administered through the Perth Mint under licensing arrangements with the Pobjoy Mint and later other producers, expanded aggressively in the 2000s as the island nation leveraged its numismatic authority — one of its few exportable revenue streams alongside the famously lucrative .tv internet domain. The Rhine issue belongs to a river-themed series, though Tuvalu has no geographic or historical connection to the Rhine whatsoever; the series existed purely as a collector vehicle.
Mintage figures for Perth-produced Tuvaluan commemoratives of this period were typically capped at or below 5,000 pieces, though precise figures for KM#104 are not uniformly documented across major references.
