Cook Islands has issued commemorative and novelty coinage under its own authority since 1972, exploiting a constitutional arrangement with New Zealand that permits independent monetary issuance while the New Zealand dollar functions as the practical currency. By 2013, the territory had become one of the most prolific issuers of collectible face-value coins globally, largely through partnerships with the Pobjoy Mint and various European distributors targeting the collector market rather than any domestic circulation.
