Cook Islands gained the right to issue its own coinage under a 1972 agreement with New Zealand, which retains responsibility for the territory's defense and foreign affairs. The 1986 dollar belongs to a series that leaned heavily on the tourist and collector market from the outset — the islands' domestic circulation needs were modest, and many pieces from this period were sold directly to overseas buyers rather than released through normal banking channels.
