Cook Islands has operated one of the most prolific novelty coin programs in the Pacific, licensing its sovereign issuing authority to European minting houses — primarily the Austrian Mint and several Polish producers — since the 1990s. This piece is a product of that arrangement rather than any domestic monetary policy decision. It never circulated and was never intended to.
