Cook Islands has long operated as a prolific licensing partner for commemorative issues, and this piece is squarely in that tradition — struck not for domestic circulation but for the international collector market. The Peace Dollar design it reproduces was originally created by Anthony de Francisci and entered U.S. coinage in 1921, itself a rushed commission responding to public demand for a post-WWI commemorative circulating coin.
Silver-clad bronze rather than solid silver keeps production costs low. The Cook Islands imprimatur is a legal formality; no one on Rarotonga is spending these.
