Norilsk, the Russian Arctic city built almost entirely by Gulag labor under Stalin, remains one of the most polluted places on Earth — decades of nickel and palladium smelting have stripped vegetation for miles in every direction. Niue's habit of licensing its sovereign mint authority to produce themed collector coins for the Russian market produced dozens of issues in this period, most with negligible connection to the island itself. This piece is squarely in that category.
