| Obverse description | Right-facing crowned effigy of Queen Elizabeth II after the portrait by Raphael David Maklouf, depicting the Queen wearing the Girls of Great Britain and Ireland tiara, drop earrings, and a pearl necklace. The legend ELIZABETH II flanks the effigy to the left, NIUE arcs across the upper field, and ONE DOLLAR descends along the right. The date 2011 appears in the lower exergue. A beaded inner border frames the entire design. |

Norilsk, the Russian Arctic city built almost entirely by Gulag labor under Stalin, remains one of the most polluted places on Earth — decades of nickel and palladium smelting have stripped vegetation for miles in every direction. Niue's habit of licensing its sovereign mint authority to produce themed collector coins for the Russian market produced dozens of issues in this period, most with negligible connection to the island itself. This piece is squarely in that category.
