Niue has issued bullion and collectible coinage under licensing agreements since the 1970s, effectively renting its monetary authority to foreign minting operations — in this case, the Geiger Edelmetalle program, which produces the Noah's Ark series out of Germany. The coins circulate nowhere and are bought nowhere as currency; they exist entirely as silver vehicles dressed in legal-tender clothing.
