The British Virgin Islands has no historical connection to the Mayflower voyage — the ship departed Plymouth in September 1620 bound for Virginia patent lands, made landfall at Cape Cod, and the colonial charter that followed had nothing to do with the Caribbean. The BVI issuing authority here is a licensing convenience, not a statement of heritage. These pieces are struck for the bullion and collector market, timed to the 400th anniversary commemorations of 1620.
