Cook Islands has issued commemorative dollars under its currency agreement with New Zealand since the 1970s, and by 2009 the program had expanded well into themed historical portrait series. William II — Kaiser Wilhelm II — abdicated in November 1918 under Allied armistice pressure, becoming the last German Emperor. His inclusion on a Cook Islands dollar has nothing to do with Pacific history; it reflects the pure collectibles market that these issues target.
