Cook Islands has issued commemorative dollars under Elizabeth II's effigy for decades, often with no connection whatsoever to Cook Islands history — Richard III and the Plantagenet dynasty have nothing to do with the South Pacific. The arrangement is essentially a licensing mechanism, allowing a sovereign issuer's name to appear on collectibles marketed primarily to foreign buyers.
