Tokelau — three coral atolls in the South Pacific with no land above three meters — has no indigenous coinage tradition whatsoever. Its collector issues are produced under license arrangements and struck by external mints, with New Zealand administering the territory's external affairs. The Giant Panda series piggybacks on the long-running Chinese Panda bullion franchise, deliberately targeting the same collector base while offering an alternative sovereign issuer at modest premiums.
