Cook Islands has operated an aggressive commemorative program since the 1970s, licensing its sovereignty to produce coins with virtually no connection to the islands themselves. This German Shepherd dollar is squarely in that tradition — a coin minted for the collector market, almost certainly by a European or Australian contractor, and never intended to circulate in Rarotonga or anywhere else.
