Niue's arrangement with the New Zealand Mint has made the island one of the most prolific issuers of themed silver collector coins relative to its actual population — roughly 1,600 people — with virtually none of these pieces ever intended for domestic circulation. This "Friendship" dollar belongs to that commercial collector market, produced under Niue's monetary agreement with New Zealand rather than reflecting any indigenous monetary need.
