Niue has functioned since 1972 as a self-governing territory in free association with New Zealand, and its arrangement with the New Zealand Mint has made it one of the Pacific's most prolific issuers of commemorative bullion pieces — most of which never circulate. This particular issue incorporates an embedded Swarovski crystal, a licensing arrangement the Austrian company has pursued aggressively with world mints since the early 2000s to expand beyond jewelry into collectible coinage.
