Pitcairn's 1988 constitutional issue marks the formal drafting of the island's first written constitution, a document that had to govern a population that has rarely exceeded fifty people. The constitutional process itself was partly driven by pressure from the British Foreign Office to regularize the administration of its smallest and most remote dependency — a territory reachable only by a several-day voyage from French Polynesia.
