Niue has operated a licensed coinage program since the 1990s, issuing legal tender under New Zealand monetary authority while generating revenue almost entirely from collector sales rather than circulation. The Star Wars licensing agreement with Lucasfilm allowed a series of character coins beginning around 2011, none of which were ever intended for or saw ordinary use.
Silver-plated copper-nickel was a deliberate cost decision — attractive at retail price points without the premiums of a solid silver strike.
