Niue has operated a bullion and licensed collectibles program since the early 1990s, using its status as a self-governing territory in free association with New Zealand to issue legal tender coinages that would otherwise have no connection to the island's roughly 1,600 residents. The Daleks — introduced in the second Doctor Who serial in December 1963 — became one of the BBC's most commercially licensed properties almost immediately, a relationship between the corporation and Terry Nation's estate that has generated licensing revenue continuously for over six decades.
The BBC Worldwide licensing agreement that authorized this issue was part of a broader wave of numismatic Doctor Who merchandise timed to the show's 50th anniversary celebrations in 2013–2014.
