Tuvalu has used its mint authority since the 1970s as a revenue instrument, with collector-targeted issues far outnumbering anything intended for circulation. The arrangement suits both parties: the issuer collects seigniorage, and the mint moves licensed product to a global fanbase that treats the face value as irrelevant.
