Tokelau's commemorative program has, since the early 2010s, operated largely as a licensing and revenue arrangement — the territory itself has no domestic coin-using economy, and issues like this one are struck for the collector market under New Zealand administrative oversight. The Auxiliary Territorial Service, the British women's corps that served in anti-aircraft batteries and other roles during the Second World War, was formally recognized as part of the British Army only in 1941, two years after the ATS had already been mobilized.
