Cook Islands has issued zodiac-themed dollars in considerable volume since the early 2000s, largely targeting the collector and gift market rather than any numismatic tradition rooted in the islands themselves. The Authority Currency Board licenses these designs to private minting operations — in this case almost certainly the Mint of Poland, which has produced the majority of Cook Islands' novelty silver issues during this period.
Collector attrition on these series is high; complete zodiac sets rarely survive intact in the secondary market.
