Niue has operated as a licensed issuer of legal tender collectibles since the 1990s, with its arrangement under New Zealand sovereignty giving it the constitutional standing to produce coins bearing Elizabeth II's effigy while contracting the actual strikes to foreign mints — in this case, the New Zealand Mint in Auckland.
