The 2003 International Year of Volunteers coin followed a United Nations designation that Australia embraced with particular enthusiasm — the country had roughly 6.1 million active volunteers at the time, one of the highest per-capita rates in the developed world. The Royal Australian Mint's use of pad printing on circulating-format coins was still a relatively new technique in the early 2000s, and this issue sits among the earlier Australian colored proof dollars to use it at scale.
