Perth Mint's Chinese Lunar series has run in various forms since 1996, and the Dragon issues within it have historically commanded premiums well above spot — partly due to strong collector demand from Southeast Asian markets where the dragon carries deep cultural significance, and partly because Perth's .9999 fine silver standard exceeds the .999 floor common among rival bullion programs. The "bullion bar" format, distinct from the standard round coin format, reflects Perth's strategy of differentiating product lines for different buyer segments without changing the face denomination.
The 4th Portrait of Elizabeth II, by Ian Rank-Broadley, was introduced across Australian coinage in 1999 and remained the standard until the 5th Portrait transition in 2019 — making 2018 one of the final years this effigy appeared on new bullion issues.
