Cook Islands gained self-governing status in 1965 under a free association arrangement with New Zealand, and its first domestic coinage followed in 1972 — a deliberate assertion of administrative identity rather than economic necessity, given the islands' tiny population and continued reliance on New Zealand currency for everyday transactions. The series ran over a decade with minimal design changes.
The second portrait of Elizabeth II, by Arnold Machin, had been in use on British and Commonwealth coinage since 1968.
