Struck to mark the first year of euro notes and coins in circulation, this Cook Islands issue arrived at a moment when the eurozone's paper currency experiment was still genuinely uncertain — twelve nations had simultaneously retired their legacy currencies in January 2002, and economists were watching closely for signs of psychological resistance among the public.
