Liberty wears a coronet inscribed LIBERTY and a wreath of wheat and cotton in her elaborately coiled and flowing hair, with an eagle's feather and a rose visible among the tresses. Thirteen eight-pointed stars are arranged along the inner border, and the date 1964 appears in the exergue. The arc legend E · PLURIBUS · UNUM runs along the upper periphery.
