| Reverse description | Left-facing draped bust of Liberty in high relief, closely following George T. Morgan's original 1878 design. Liberty wears a coronet inscribed LIBERTY and a wreath of wheat and cotton in her elaborately coiled and flowing hair, with an eagle's feather and a rose visible among the tresses. Thirteen eight-pointed stars are arranged along the inner border, and the date 1964 appears in the exergue. The arc legend E · PLURIBUS · UNUM runs along the upper periphery. The fields display a deeply mirrored proof finish consistent with the tribute coin's production quality. |

The Cook Islands has issued commemorative dollars under New Zealand's currency umbrella since the early 1970s, and its licensing agreements with foreign mints have made it a favored vehicle for novelty bullion programs targeting the collector market. This piece belongs to a wave of such issues that reproduce 19th-century American coin designs — the Morgan Dollar, itself first struck in 1878 following the Bland-Allison Act's mandate to monetize domestic silver — repackaged for modern bullion buyers at roughly half the silver content of the original.
