The Presidential Dollar series was authorized under the Presidential $1 Coin Act of 2005, which mandated the release of four new designs per year in the order presidents served. Eisenhower, the 34th, appeared in the 2015 rotation alongside Truman, Johnson, and Nixon. By that point the Federal Reserve had accumulated such a surplus of unused Presidential Dollars — over a billion coins in vault storage — that the Mint had already suspended production for circulation in December 2011. All 2015 issues, including this one, were struck exclusively for collectors.
