Niue has operated as a prolific bullion and commemorative licensing platform since the 1990s, contracting mint production — in this case almost certainly the Perth Mint — to issue coins under its legal tender framework while retaining none of the manufacturing process on the island itself. The arrangement is purely commercial; Niue's population of roughly 1,600 has no practical relationship with the coins struck in its name.
