Niue has operated as a coin-issuing jurisdiction since the 1980s, licensing its name and monetary authority to third-party mints — principally the New Zealand Mint — as a revenue stream, given the island's population of roughly 1,500 and near-total economic dependence on New Zealand aid. The "Charles III Theseus" issue belongs to this commercial collector program, not to any circulating currency.
